However, the\u00a0abusive lawsuit initiated by Italy\u2019s Deputy Prime Minister sent a chilling warning to writers and journalists across the country that they too could be next. While we celebrate the good news, we must remember that Saviano fought these preposterous charges for years. We\u00a0continue to stand with\u00a0Saviano and reiterate calls on the Italian authorities to repeal criminal defamation. No one should be intimidated and harassed into silence merely for their critical expression\u2019,\u00a0<\/em>said\u00a0Burhan Sonmez,\u00a0PEN International President.<\/strong><\/p>\n<p class=\"Paragraph SCXW91960390 BCX0 preFade fadeIn\" data-rte-preserve-empty=\"true\"><strong>17 April 2026 \u2013 The Italian authorities must\u00a0urgently repeal all criminal defamation laws\u00a0and enact legislation protecting writers, journalists and others from strategic lawsuits against public participation (SLAPPs), PEN International said today, after writer, journalist, and PEN award winner Roberto Saviano was cleared of defaming Italy\u2019s Deputy Prime Minister\u00a0Matteo Salvini\u00a0following\u00a0a years-long trial.\u00a0\u00a0<\/strong><\/p>\n<p class=\"Paragraph SCXW91960390 BCX0 preFade fadeIn\" data-rte-preserve-empty=\"true\">On 16 April 2026, a court in Rome\u00a0found\u00a0Roberto Saviano\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/en.lasicilia.it\/news\/politics\/3032562\/salvini-minister-of-crime-roberto-saviano-acquitted-by-the-court-of-rome.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">not\u00a0guilty<\/a>\u00a0of\u00a0defaming\u00a0Italy\u2019s Deputy Prime Minister\u00a0Matteo Salvini\u00a0\u2013 then\u00a0also serving as\u00a0Interior Minister\u00a0\u2013\u00a0\u00a0over a speech that described him as \u2018Ministro della Mala Vita\u2019 (Minister of the Underworld), a phrase borrowed from early 20th\u00a0century anti-fascist Gaetano Salvemini. In his speech, Saviano accused Salvini of ignoring the mafia stranglehold on Italy in favour of stirring up resentment against immigrants.\u00a0Saviano first announced on\u00a020 March 2019\u00a0that he had been summoned to stand trial under Article 595 of the Italian Penal Code, which carries up to three years in prison.\u00a0The trial opened on 1 February 2023.\u00a0Already in 2018, Salvini had\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/www.theguardian.com\/world\/2018\/jun\/21\/matteo-salvini-threatens-to-remove-gomorrah-roberto-saviano-police-protection\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">threatened<\/a>\u00a0to remove Saviano\u2019s police protection, in place since October 2006 after Saviano received threats from the mafia following the March 2006 publication of his bestseller\u00a0<em>Gomorrah<\/em>.\u00a0PEN International\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/pen-international.org\/news\/italy-criminal-defamation-charges-against-writer-roberto-saviano-must-be-dropped\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">repeatedly urged<\/a>\u00a0the Italian authorities to dismiss all criminal defamation charges against Saviano, in a lawsuit that bore the hallmarks of a SLAPP.<\/p>\n<p class=\"Paragraph SCXW91960390 BCX0 preFade fadeIn\" data-rte-preserve-empty=\"true\">Previously, on 12 October 2023, Saviano was found\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/www.pen-international.org\/news\/italy-writer-roberto-saviano-found-guilty-of-defaming-italian-prime-minister\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">guilty<\/a>\u00a0and fined for defaming Prime Minister Giorgia Meloni after he criticised her 2020 speech in which she said that NGO boats attempting to rescue refugees in the central Mediterranean should be seized and sunk, and the migrants on board repatriated.\u00a0PEN International\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/www.pen-international.org\/news\/italy-writer-roberto-saviano-found-guilty-of-defaming-italian-prime-minister\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">condemned<\/a>\u00a0the verdict\u00a0as an alarming setback for free speech. Saviano\u00a0subsequently decided not to appeal.<\/p>\n<p class=\"Paragraph SCXW91960390 BCX0 preFade fadeIn\" data-rte-preserve-empty=\"true\">PEN International opposes\u00a0criminal defamation in all cases.\u00a0Notably, in September 2023, the Assembly of Delegates of PEN International adopted a\u202f<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/static1.squarespace.com\/static\/628f9ae10b12c8255bd8814d\/t\/651d470a66fcd66d90ee99cf\/1696417547390\/Resolution+on+criminal+defamation+and+SLAPPs+%28ENG%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">resolution<\/a>\u202fon criminal defamation laws and SLAPPs, which specifically called for all charges against Saviano to be dropped.\u00a0PEN International\u00a0<a class=\"Hyperlink SCXW91960390 BCX0\" href=\"https:\/\/www.article19.org\/resources\/italy-go-beyond-the-anti-slapp-directive-to-better-protect-freedom-of-expression\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">joins partners<\/a>\u00a0in welcoming the\u00a0approval of the\u00a0European delegation law, which grants\u00a0Italy\u2019s\u00a0government the mandate to transpose Directive (EU) 2024\/1069,\u00a0better\u00a0known as the Anti-SLAPP Directive. They were sentenced to 18 months and 14 months in prison, respectively, for intimidating Roberto Saviano.
